May 15th Regular Council Meeting

Meeting video is 21 minutes long. Following adoption of the agenda, Council approved the minutes of its May 1st meeting, and received the minutes from the May 8th Committee of the Whole meeting. Council then approved a recommendation to reallocate funds for resurfacing part of Torrence road (Balmoral to Albatross) to a portion of Beach Drive and Beaton Avenue in 2013. Next Council received the Management Report on unfinished business. After that, Council gave third reading and adoption to Bylaw No. 1748 rezoning part of District Lot 194. At 4 minutes Council received the Regional District Board Meeting minutes for April 30th then starting at 7 minutes correspondence from Charlotte Ostrowski (re banned pesticide use and sales), the Minister of National Defence Peter McKay (re airspace infringements at CFB Comox) and from Scott Park (re 2013 Highland Grad Cruise). After that (at 12 min) Council members reported on their activity since the last meeting. There being no questions from the media or public, the meeting adjourned.
May 8th Committee of the Whole

Meeting video is 22 minutes long. After adoption of the agenda, the Committee received a delegation from Ms. Susan Wood (Nautical Days Coordinator) reporting on planning for the 2013 event. Next (starting 12 min) the Committee received a staff report recommending deferral of planned 2013 resurfacing of Torrence Road (Balmoral to Albatross) because of a Regional sewer line that may need to be installed there. The Committee recommended that instead of Torrence that we resurface Beach Drive (Beaufort to Beaton) and Beaton Avenue in 2013 instead. Then the Committee received correspondence from the Comox Valley Regional District (on a proposed elected officials forum) and from Comox Valley Airport Commission (on the CVAC director vacancy).
May 1st Regular Council Meeting

Meeting video is 20 minutes long. After calling meeting to order and approving the agenda, Council received a delegation (Chris Durupt McElhanney Consulting re 560 Colby road), then approved the April 17th Regular Council Meeting minutes, and received the April 24th Committee of the Whole Meeting minutes, and the March 19th Advisory Planning Commission minutes. Next (at 4 min) Council received the Management Report on unfinished business, then a Rezoning / Development Permit / Development Variance Permit application for 560 Colby Road and gave first and second reading to related bylaws and authorized a public hearing (May 15th) on the proposed development. Afterward, Council received minutes form meetings of the Regional Solid Waste Committee meeting. Then (10 min) Council adopted the Tax Rates Bylaw for 2013 and received a report comparing the taxes and fees on an average single family home in 2013 (compared to 2012). Starting at 12 min, Council members reported on their activity since the last meeting. There being no questions from the media or public, Council adjourned the meeting.
April 24th Committee of the Whole

Meeting is 36 min long. After adoption of the agenda, the Committee received a delegation from Inspector McDonald (RCMP) on the quarterly Comox police activity. Then (starting at 13 min) the Committee received quarterly departmental activity reports from Planning & Building Inspection, Parks & Building Maintenance (17 min), Finance (22 min), Public Works (23 min), Bylaw Enforcement (26 min), Recreation (28 min) and Fire Department (33 min). The Committee received a staff report on a contract amendment to the Community Works Funds (Federal gas taxes that come to the Town via the Union of BC Municipalities). Following that the Committee received correspondence, then adjourned.
April 17th Regular Council Meeting

The meeting was 70 minutes long. After adoption of the agenda, Council received a delegation from the CV Conservation Strategy Community Partnership on the Comox Lake Watershed Sustainable Use Recreation Area. Next (starting at 15 min) Council received a presentation from MNP (the Town’s auditors) on their 2012 Audit Findings. A third presentation from Brett Box followed, on a Youth Skateboard Program. Council received (37 min) the minutes of its April 3rd meeting and the Managmenet Report on unfinished business. Next (38 min) Council received an offer of Crown Grant from the Province and passed a motion of acceptance. Council recevied (46 min) Regional District meeting minutes. After that Council dealt with new bylaws (47 min) giving 3 readings to the Town’s 2013 Tax Rates Bylaw, and 2 readings to a rezoning bylaw for District Lot 194 in the NE Woods (one requirement for the Crown Grant). Next Council approved (49 min) the final 2012 Climate Action Revenue Incentive Program (CARIP) Report for public distribution, then the 2012 Consolidated Financial Statements. Starting at 50 min, Council received correspondence, then Council members (58 min) reported on their activities since the last meeting. There being no questions from the media or public, Council adjourned to a special In-Camera meeting to deal with a property acquisition matter. April 3rd Regular Council Meeting

After the meeting was called to order, Council presented the Ray Crossley Youth Achievement Award to Mathieu Leduc, then received a delegation from Mr. Richard Clarke (an update on Dawn to Dawn). Council approved the minutes of the March 20th meeting (at 18 min) and received the Management Report (on unfinished business), and then Regional District meeting minutes. Next Council received a staff report on carbon offset purchases (at 21 min) and correspondence (starting at 27 min) from Albane de Germone on a Francophone Youth Event for May 2013, from Linda Oprica of the CV Airport Commission on a proposed bylaw amendment to allow them to pay their directors, and from Col. JC Benninger on the 2013 Air Show update. Council passed a motion opposing remuneration for the Airport Commission Directors. Starting at 33 min, Council members reported on their activity since the last meeting. There being no questions from the media or public, the meeting adjourned.
