2009 Draft Financial Plan Information

This folder contains memos and other information that were considered by Council and its Committee of the Whole during the 2009 Financial Plan (and tax rate bylaw) Process.

Item 01: 2009 User Fees and Parcel Taxes
A November 2008 memo to Council recommending 2009 user fees for water, sewer and garbage services and parcel taxes for water and sewer services. Its recommendations for an overall increase of $53 per residence ($48 in water, $2 in sewer and $3 for garbage) in these services were adopted in December 2008.
Item 02: Comparing Business and Residential Tax Rates 2001 and 2008
A memo submitted to Council's Committee of the Whole in February 2009 comparing and discussing increases in property taxes in both Residential and Business classes over the period 2001 to 2008. This was submitted for the Committee's information. No resolutions arose as a result.
Item 03: Revenue Objectives and Policies
A memo discussing the requirements for revenue objectives and policies in the upcoming Financial Plan. This was submitted to Council's Committee of the Whole in February and the recommendations were accepted by the Committee and by Council.
Item 04: Marina Rates for 2009
A memo submitted to Council's Committee of the Whole in February 2009. It recommended an ongoing annual increase of 10% to marina berthage rates until the rates in the Town's marina reached market rates. The Committee and later Council accepted this recommendation.
Item 05: Financing Rec Centre Expansion
A memo to Council's Committee of the Whole in February. It recommmended beginning taxation for construction of the Recreation Centre Expansion (approved last November in a referendum by voters) in 2009, so as to avoid over $220,000 in interest expense over the life of the debt. This recommendation was adopted by the Committee and later by Council.
Item 06: Financial Plan Process
A memo to Council's Committee of the Whole on March 11th outlining the process required in order for Council to adopt its Financial Plan (2009 - 2013) and Tax Rates (2009) bylaws by May 13th. This was for information only - no recommendations arose from the memo.
Item 07: First Draft of Capital Plan 2009 - 2013
A March memo to Council's Committee of the Whole, submitting the first draft of the Town's Capital Expenditure Plan for 2009 - 2013. As a result of debate around this, the Committee recommended maintaining the 4% general tax increase previously planned for 2009.
Item 08: First Draft of Revenue in Financial Plan
A memo to Council's Committee of the Whole in March, submitting the proposed revenue budget for the 2009 - 2013 Financial Plan. It included a 4% general tax increase across all four years of the Plan. It was accepted by the Committee.
Item 09: Draft Strategic Plan 2009 - 2013
Council's Draft Strategic Plan was reviewed at the April 8, 2009 Committee of the Whole meeting, at which time the Committee recommended that Council adopt it.
Item 10: Draft Operating Budgets 2009 - 2013
The Draft Operating Budgets for the Town (for the 2009 - 2013 Financial Plan) were reviewed at the April 8, 2009 Committee of the Whole meeting. The Committee recommended that they be included in the Draft Financial Plan, along with a grant of $500 in each of 2009 and 2010 to the Naval Officers' Association of Canada for its essay contest. As well, the Committee allocated Cultural Grants for 2009 through 2011 on the same basis as prior years ($10,000 to the Sid Williams Theatre, $5,000 to the Comox Valley Art Gallery, and $25,000 to the Comox Archives and Museum Society).
Item 11: Revised 2009 Assessment Roll and Property Taxation
A report to Council's Committee of the Whole on the Revised BC Assessment Tax Roll Totals and their effect upon estimated property taxation in the Draft Financial Plan.
Item 12: Balancing Draft 2009 - 2013 Financial Plan
A report to Council's Committee of the Whole on the steps that staff took to balance the Draft Financial Plan. This includes a draft of the Financial Plan bylaw and the Financial Plan detail.
Item 13: 2009 Regional District & Hospital District Requisitions
A report to Council's Committee of the Whole on the 2009 Regional District and Hospital District Tax Requisitions to the Town of Comox. These requisitions are the basis of the Regional District and Hospital District property taxes the Town levies in its Tax Rates Bylaw annually. The report includes a schedule comparing the Regional District's 2009 requisition (by service) to 2008.
Item 14: 2009 Tax Rates Bylaw
A report to Council's Committee of the Whole explaining the draft 2009 Tax Rates Bylaw, which is attached to the memo, along with a table showing 2009 property taxes and fees if the bylaw is adopted.
